This opened up the market to give people the confidence to invest and assist the government who had sold off their social housing. The landlord knew that for no reason, he could get his/her property back, giving the confidence to invest.

The section 21 helped grow the private sector.

The betrayal is not just against the landlord. It has always been more straight forward to get a possession order using section 21 and that includes if there are arrears. Section 8 rent arrears gives you no actual money so why put yourself through the pain of hearing and a Duty Solicitor on the day who has a mandate to wreck your chances in any way they can? Section 21 gives a relatively straight forward possession order but no money claim and no CCJ for the tenant. 

After the 1st May all tenants will be required to get a CCJ, by the removal of the section 21. Well done legislaters.
